Situation
-The context in which we find ourselves presents problems on a global scale which will require negotiation and collaboration across national, cultural and intellectual boundaries. At the same time we are in a climate which questions claims to knowledge, and in which the quality of discourse is often poor. Simon Buckingham Shum
With the evolution of the web with its, today many open and free collaborative, knowledge centric web applications it seems natural that one of the next steps should be world wide collective intelligence and problem solving. In ideal problem solving the decision maker knows all the alternatives and all the consequences of the alternatives. The alternative which leads to the most preferable consequences can then be selected. In real world unstructured, complex, wicked ill-defined (societal) problems there will always be inadequate information about the problem. The problem handling capacities of humans are also fairly limited.
Goals
With this project we seek to develop a system that can augment human capabilities and provide a platform that help decision makers and/or the public to collate all relevant information about a problem. The ultimate goal is to develop a system that can help humans to find solutions to complex global issues through knowledge sharing and creation.
Envisioned Solution
We believe that the Internet can provide a means for federating knowledge that can be used to leverage insight, revealing truth and helping the human race towards insight and understanding. Technology has now matured to a point where we can develop systems that enable more effective dissemination and analysis of problems by exploiting globally networked resources.
The envisioned system is all about solving problems. We base our requirements on several guiding principles such as Knowledge Federation, The club of Rome and Polyscopy. The requirements will be organized around DeTombe’s COMPRAM methodology.
The scope of this project is to develop a problem solving infrastructure and online tool for communities of interest using Topic Maps semantic technology.
Current Status
We are currently in an analysis phase where we try to understand complex problem solving and how it can be supported with Knowledge Federation. The plan is to constantly revise our models and make them publicly available for interested parties to discuss. The project will be presented at KF08 where we hope it will be a key topic of debate. The project is still in an early phase where we evaluate the applicability of the project.
